Arrival time at the airport
In order to comply with the flight registration formalities and to complete all controls prior to arriving at the appropriate gate for the flight, it is essential that you arrive on time. The airport cannot be held responsible if you are unable to board your flight due to late arrival.
Airport check-in counters open 120 minutes, and close 30 minutes before the scheduled departure time of the aircraft.
The closing time of the counter may also be more restrictive depending on the airline, class, seat overload on the flight and similar.
Required Documents
1. Plane ticket
Before buying a ticket, check the visa regime of the country you are travelling to.
2. Passport and Identity Card
Check your passport or Identity Card validity date and visa validity.
3. Additional documents
Applies to unaccompanied minors or single parents travelling with children.
When planning your trip, ask if you need transit visas for the countries where you will be in transit.

Check the validity of your passport
Due to rules regarding passport validity of the countries of the European Union and other countries with which Montenegro is connected, the officers of Airports of Montenegro were lately forced to deny boarding to a number of passengers of Wizz Air and Ryanair flights, for which we perform the services of local supervision and representation. Therefore we warn the passengers to check when their travel documents expire in order to avoid such situations.
The low-cost companies have a strict policy to eliminate every risk of paying fines due to the transport of passengers with inadequate travel documents. The representatives of other airlines act in the same way.
In addition, we urge the representatives of tourist agencies which sell travel arrangements to warn their clients about the rules of countries regarding passport validity in order to avoid unpleasant situations at airports.
One Stop Security
One Stop Security is EU’s regulatory framework that recognizes Montenegro as one of the few countries whose security standards are equivalent to EU standards. Recognition permits One Stop Security passengers, baggage and/or cargo arriving into the EU to not need to be subjected again to security controls when transferring at EU airports. Check the visa regime of the country you are travelling to
Changes in the country’s visa regime are not so frequent, but they do happen. Before you pack your suitcases, check if you need a visa for the country you are travelling to.
European Union
For travelling without a visa to EU state members, the passports of Montenegrin citizens must be valid for at least three months after finalizing the planned stay at the territory of member states. The same rule applies to traveling to Norway, Iceland and Switzerland, because, though they are not members of EU, these states are part of Schengen zone, and therefore, the harmonized rules of Shengen apply also for them.
Croatia, Cyprus, Bulgaria and Romania are not members of Schengen zone, but the stated EU regulations also apply for them.
Great Britain and Ireland are exceptions because they don’t belong to Schengen zone, but they do apply the rules of their own zone – CTA (Common Travel Area), and therefore the Montenegrin citizen needs a visa or appropriate residence permit for traveling to these countries.
Turkey
Visa-free regime for citizens of Montenegro is 90 days in the period of 180 days, which means that the travel document must be valid at least 150 days from the day of entering the Republic of Turkey.
United Arab Emirates
The citizens of Montenegro may enter, cross the territory and stay in the United Arab Emirates up to 90 days with the valid travel document without a visa.
Passport must be valid at least three months after the arrival to the UAE.
Russian Federation
The citizens of Montenegro can stay in the Russian Federation without a visa up to 30 days, based on the valid travel document.
There are no requirements regarding passport validity.
Ukraine
Citizens of Montenegro, may enter and stay in Ukraine without a visa up to 90 days, with the valid travel document.
Passport must be valid when departing from Ukraine.
Belarus
The citizens of Montenegro which possess the tourist voucher or invitation letter made in accordance with the national law and regulations of Belarus, can enter, exit and stay on the territory of Belarus with the valid travel document without a visa for a maximum of 30 days.
There are no requirements regarding passport validity.
Azerbaijan
The citizens of Montenegro must have a visa to enter this country.
The passport must be valid for at least three months after leaving Azerbaijan.
Moldova
The citizens of Montenegro don’t need a visa to enter Moldova for the stay of maximum 90 days.
The passport must be valid at least three months after arriving to Moldova.
Israel
The citizens of Montenegro don’t need the visa.
The passport must be valid when leaving Israel.
Conditions for entering Montenegro
The conditions necessary for a foreigner to meet when entering Montenegro, which are regulated by the Law on Border Control.
Detailed border check
A detailed border check when entering Montenegro covers checking the following:
- for foreigners to enter, prescribed by a special law;
- Travel documents for the purpose of determining the signs of falsification;
- Entry and exit stamps in travel documents for the purpose of exceeding the duration of the approved stay;
- Place of departure and place of intended stay and, when needed appropriate accompanying documents;
- The money necessary for the duration and purpose of intended stay, for the return into the country of origin or transit into a third-country where he/she has a guaranteed reception or that he/she can legally acquire such funds;
- That a person, his/her means of transport, and things he/she carries shall not jeopardize the security of state border, public order and public health.
The check from paragraph 1 of this Article includes the direct check of data and warnings to persons and things from appropriate records, as well as the actions needed to be undertaken based on those warnings.
PROHIBITION OF ENTRY
A foreigner shall not be allowed to enter Montenegro, if:
- He/she uses someone else’s, not valid i.e. false travel or other documents;
- He/she does not fulfil conditions from Article 11 of this law;
- He/she does not fulfil conditions from Article 11 of this law;
- He/she is in transit through the territory of Montenegro and does not fulfil the conditions to enter a third state;
- The protective measure of removal is in force, the security measure of deporting a foreigner from the country, protective measure of deporting a foreigner from the territory of Montenegro or if his/her stay was cancelled;
- He/she doesn’t have funds for his/her stay in Montenegro and to return to the country he/she came from, or for the travel to a third country.
The prohibition of entry from paragraph 1 of this Article shall be told to the foreigner verbally by the administration body competent for police operations (police).
The police keeps the records about the foreigner’s prohibition of entry.
Passport control
When departing
The passport control at Airport Podgorica is performed by the officers of the Border Police Station at Airport Podgorica.
Before approaching passport control, at some of the four open counters, you should prepare your personal and travel documents, as well as the boarding pass for the aircraft of the chosen airline.
Documents you will need to travel to your intended destination depends on the visa regime of the country you are travelling to. In case you transit from one aircraft to the other on your travel, please check if you need transit visas for the airports where you have transit stops.
Upon arrival
Upon landing at the airport, and after disembarking from the aircraft and entering the arrival hall of the Terminal, if you are not a passenger in transfer, you shall come to six counters for passport control.
Before you approach some of the open counters, please prepare your travel documents for passport control.

Check-in Process
1. Information
All information about flight registration can be obtained from the information desk or information monitors.
2. Registration
Look for the registration counter above which is a monitor with a logo of the selected airline and flight
3. Handing in luggage
If you are handing in luggage, do so at the check-in counter 30 minutes before the flight.
4. Boarding pass
You will receive a boarding pass with indicated boarding time and gate.
5. Passport control
Prepare your passport and visa, if needed, to pass the passport control.
6. Security control
Before flying check what substances are not allowed in the aircraft.
7. Gate
Find the gate of oyur flight and settle in comfortably in the waiting room in front of it.
Access Control
In the central part of the Passenger Terminal, after the performed check-in for the flight of the chosen airline, there is the access control.
At this desk, you must show your boarding pass and report your hand baggage. Our staff will perform the control of allowed dimensions and allowed number of hand baggage in accordance with the regulations of the chosen airline. In case the weight and/or the dimensions of the baggage are not in compliance with the standard of the chosen airline, our staff will show you the way to the check-in counter, where you can register the said baggage as hold baggage.
The passage at the access control is open 2 hours before the planned flight departure time of the chosen airline. Of course, the time varies depending on the airline’s policies.
In order to pass through the security control faster, you can prepare all the necessary documents for the security control by looking at the video recording on the display above the desk. Also, on the billboards next to the desk, the basic guidelines are given regarding forbidden objects and dangerous goods which are not allowed to be carried in the aircraft passenger cabin, as well as limitations regarding liquids in the hand baggage.
Fast – Track
The fast track allows you to check-in for the priority passage with reference to security control performance, and is intended for:
- passengers of first and business class;
- passengers with certain treatment accompanied by the airport staff;
- passengers with reduced mobility (PRM);
- passengers with small children.
Allowed Baggage
Hold Luggage
The allowed quantity of hold baggage which the passengers can check-in without additional charge, depends on the airline. Depending on the class of transport, route, tariff etc, the airline can define the free-of-charge allowed quantity of hold baggage, by using:
1. Weight concept
air ticket defines the quantity of baggage in kilos, notwithstanding the number of pieces. For example, the passenger in economy class of carriage may check-in 20kg, while the passenger who travels business class has the right of 30kg.
2. Piece concept
air ticket defines the number of pieces of baggage, with some additional limitations. For example, the passenger in economy class of transport can check-in only one piece of baggage up to 23kg, the total dimensions of which (length+width+height) do not exceed 158cm.
When buying the ticket, ask for information about the stated rules and to prepare your baggage in accordance with the security limitations before going to the airport.
It is compulsory to report any weapons and ammunition in your luggage when checking in for a flight.
When you check-in, you will obtain the baggage slip for each passenger baggage which you are committed to keep until the end of your journey.
One checked-in passenger baggage can have a maximum weight of 32kg. If your checked baggage is not within the limitations (weight, number of pieces, dimensions), the airline has the right to charge excess baggage.
Useful information:
- put the mark on your baggage with clearly written name and address (signs available at the check-in counter);
- valuables, electronic devices, important document and medicine you should carry only in your hand luggage;
- remove all the marks and stickers from earlier travels (they can cause mistakes upon automatic reading);
- secure your baggage with the existing locks and padlocks, and if needed please use tapes for baggage tightening;
- roll the valuable baggage in cellophane in order to protect them from wear and tear.
Hand Luggage
- The general rule is that the airlines allow only hand luggage of the dimensions 56cm x 45cm x 25cm (according to IATA standard), of a weight maximum 8kg. However, these limitations may vary depending on the airline, class of transport, route, tariff etc.
- Hand luggage must be checked in at the check-in counter for passengers and baggage.
Your hand luggage must comply with the stated rules. - The hand luggage must be disposed in the baggage departments or below the seat of the passenger cabin of the aircraft, which leads to limitations in dimensions, weight and quantity of hand luggage. This procedure is most commonly used for baby strollers, props or chairs; wheelchairs and accessories and all other hand luggage when it comes to smaller aircraft with no space in the cabin.
It is the passenger’s responsibility to never leave their hand luggage and other property unsupervised.
Carrying liquids in hand baggage
The maximum amount of liquids, gels and aerosols permitted in hand baggage is 2 liters per passenger. At the security checkpoint, containers holding liquids shall be presented separately as specified here below:
- Liquids in individual containers with capacity no greater than 100 milliliters with all conatiners not exceeding 1 litre shall be placed in a single, transparent, resealable plastic bag.
- Any liquids over 100 milliliters shall be contained in a retail packaging.
- For the sake of clarity, the foregoing does not allow for carrying an individual container with capacity of 2 litres or two individual containers with capacity of 1 litre each in hand baggage, as these shall be separated according to the rules above.
Liquids, gels and aerosos include:
- water and other drinks, soups, syrups
- perfumes
- gels, including hair and shower gels
- pastes, including toothpaste
- mascara, creams, lotions and oils
- contents of pressurised containers, including shaving foam, other foams and deodorants
- liquid-solid mixtures
- any other item of similar consistency.
here are, however, some exemptions from the liquid limit restrictions. Those are baby food and medicines in a limited quantity as needed during the flight.
We strongly encourage passengers to observe the foregoing rules for a quicker security screening experience.
Lithium batteries
Lithium batteries are everywhere. If they are damaged or short circuited, they can start a fire. Lithium batteries are a dangerous good. Preferably, don’t put items containing lithium batteries in you checked-in luggage. Carry them with you. For your safety, please follow these rules.
Special Baggage
- At the counter for baggage registration, you can also check-in baggage which, because of its dimensions, form and other characteristics, requires additional attention during handling and transport.
- The oversized baggage, animals, wheelchair and aids, music instruments, bikes, equipment for skiing, diving, golf etc. may be subject to additional limitations. For more details you can contact your travel agency or your airline.
- Due to its characteristics, this type of luggage cannot be carried with a luggage strap but is treated in a special way.
- Podgorica Airport cannot be held responsible for the loss of such abandoned luggage.
- You are required to check this type of luggage not later than 40 minutes before the scheduled departure time of the aircraft (following the procedure described above).
- Do not leave your luggage unattended as it will then be treated as suspicious and subject to special security measures.
- Animals must be caged in order to be accepted for the flight as checked baggage.
- You are required to report weapons and ammunition in your checked baggage when you board the flight.
Transport of pets and other animals
Pets and animals can be accepted for flight only if they fulfil special conditions:
- Cats, smaller dogs and certain tiny animals you can take with you as hand luggage provided that together with the cage their weight doesn’t exceed 8kg.
- Bigger animals are accepted for flights as hold baggage with special treatment when handling and loading. For more information about the conditions and limitations you can contact your airline.
- For detailed information about the conditions and limitations for transporting pets and animals, you can contact the chosen airline.
For information on the transportation of pets and other animals, passengers should always inquire with the selected airline. Generally, pets and other animals, on departure, can be accepted for the flight only if special conditions are met:
- Announcement – at the airport, a check is performed to see if the passenger has announced the transportation of the animal to the carrier and if the service has been paid for; charges apply if needed;
- Checking details about the animal’s breed (aggressive dog breeds are prohibited for transport by some carriers, the acceptance of certain dog breeds with specific respiratory systems or flat noses is also subject to carrier rules due to health risks, such as breeds like Shih Tzus, Pugs, Bulldogs, etc.) and the age of the animal (acceptance of animals that are too young is not allowed in accordance with carrier rules);
- Checking if the passenger possesses the appropriate documentation for the animal in accordance with the travel regulations of the destination country (pet passport, vaccination certificates, etc.);
- Checking if the animal is in an adequate carrier;
- Acceptance of the animal for the flight – entry into the passenger cabin (animal up to 8kg with the carrier) or loading into the aircraft hold (depending on the weight of the animal and the carrier’s rules).
Acceptance of the animal into the passenger cabin may be conditioned by the limitation of the number of animals on the flight or the presence of animals of different species that do not get along in the same cabin section (business or economy class). Loading into the aircraft hold involves the separation of the owner from the animal immediately before sending the animal for loading, while the actual loading of the animal is preceded by special security control of the carrier and the animal, pairing the baggage tag on the carrier, planning, and coordinating loading with the aircraft crew in such a way that the animal is loaded in a section with appropriate ventilation, heating, lighting, where the carrier is secured from movement and protected from luggage and other cargo. Upon arrival at the airport with a pet or another animal, the owner passes control by the competent institutions at the border crossing, presenting the necessary documentation.
Lost and Found
In case of missing, damage and/or looting of luggage, or loss of personal belongings, you can contact the Lost / Found counter. Podgorica Airport also provides assistance in making minutes and informing passengers of the rules of the airlines in case of damaged or stolen luggage. The opening hours of the service are from 7 o’clock until the landing of the last scheduled aircraft on arrival. More information can be found on the Lost/Found page.
Customs Control
Upon the performed passport control and taking over the hold baggage from the conveyer belt, and before leaving the arrival area of the Terminal, you enter the red and green channel for customs control.
In case you have with you goods that must be declared at the borderline for the entry into the customs area of Montenegro, you need to go through the red, or, if contrary, through the green channel.
Pursuant to customs regulations of Montenegro, it is prohibited to carry protected plant and animal species, firearms and ammunition and to carry animals (except pets) across the border.

VAT refund passenger guide
When departing from Podgorica Airport, all passengers other than Montenegrin citizens and holders of temporary or permanent residence permit in Montenegro are entitled to claim VAT refund. To qualify for the VAT refund, the goods must be purchased in Montenegro and taken out of the country on departure. The VAT refund rules do not apply to excise goods (e.g. alcohol, cigarettes etc.)
To reclaim VAT on purchases made, once at the Customs Counter at Podgorica Airport, you will be required to present:
- Valid passport/travel document,
- Original invoice for the purchased goods indicating a total value of purchase not less than EUR100
- Unused purchased goods,
- Tax Refund Form filled out and verified by a retailer, and
- Boarding pass.

When containing the purchased goods, hold baggage should not be registered before undergoing customs control.

Security Control
To shorten your time of attendance during security control, it is necessary that you prepare yourself properly for the security control which shall be performed on some of the two opened checkpoints. At the position of preparation, our staff will meet you and acquaint you with the things you should take off or take out of your pockets and/or hand baggage (mobile phone, laptop, other electronic devices, wallet, watch, belt, jacket, coat, suit, keys, other metal objects etc.) and put them in the specific purpose containers.
Helpful tips for a smooth security screening experience
Prohibited objects and liquids
When it comes to prohibited items, passengers should always inform themselves directly with the selected airline. The list of prohibited items in hand and hold baggage is determined by the Civil Aviation Agency.
List of banned items in hand and hold baggage of passengers
If during security control it is confirmed that you possess certain articles which are prohibited from being carried in the aircraft passenger cabin, and you wish to board the flight of a chosen airline, you have to put them away in the specific purpose containers near the checkpoint for security control.
Upon finalizing the security control, please pack yourself carefully and check the plastic containers where your things were deposited.

- A gun, firearm and other gadgets with fire projectiles;
- stunt devices;
- objects with sharp points or sharp edges;
- explosive and inflammable substances;
- liquids, gels and aerosols which are not packed in accordance with the prescribed limitations;
- other forbidden objects and dangerous goods defined by the valid regulations in the field of air traffic security.
Transit Passengers
We offer the possibility of check-in without leaving the customs zone of the airport for passengers who, upon their landing, continue their travel with another flight. This is especially important for passengers who are not checked-in for all flights till the final destination, as well as passengers who do not have the right to enter the territory of Montenegro.
In order to use this option, it is necessary to contact the transfer counter located on the right-hand side, upon entering the arrival room, and before the passport control counter.
You can finish the check-in process for your next flight at the counter for passengers in transit, in the Arrivals Hall. You have the obligation to check-in the baggage, which you have checked-in on some of the previous airports, by submitting the baggage slip so that it would be automatically loaded on your flight.
Passengers with reduced mobility
Podgorica Airport offers assistance to all the Persons with Reduced Mobility on their passage through the airport, whether we are talking about the arriving or departing flight. This type of service is provided by our staff.
In order to provide the necessary assistance, we kindly ask you, when buying the air-ticket or at the latest 48 hours before the announced time of flight departure, to announce the request for assistance to the chosen airline and to acquaint them with: as precisely as possible with your request, if you need the same assistance on your return flight to Podgorica Airport (i.e. after landing), with other important special details (for example if you have a wheelchair with a battery, or if you have a guide dog and similar).

TYPE OF ASSISTANCE
If you have made your request for assistance in time, the staff of Podgorica Airport will escort you and render the necessary assistance on the way from arriving to the airport all the way to the aircraft, and vice versa, from the aircraft to the Central Hall of the Passenger Terminal. In addition, they will assist you in:
baggage check-in,
passing the passport, customs and security control,
taking over the baggage upon arrival.
Airport staff will also take care of your special needs , such as the transport of your wheelchair and other aids, or the transport of your guide dog.
DEPARTURE FROM THE AIRPORT
Marked parking spaces are available for passengers with reduced mobility at the Podgorica Airport located in the first line closest to the Passenger Terminal. There are slanted avenues of approach on all footpaths and islands on the way to the terminal .
Toilets in the Passenger Terminal and all the passageways to the aircraft have been adapted to the needs of Persons with Reduced Mobility, and there is also the special purpose low-floor bus in case the transport of passengers to/from aircraft is performed.
There are two available places where you can ask the announced assistance upon entering Podgorica Airport:
At the counter for check-in of passengers and baggage – in that case, after flight check-in, you will be escorted from the counter by the airport staff to the aircraft;
At the Information Desk – in that case, you will be escorted from the Information Desk by the airport staff to the aircraft.
NOTE
Service in the form of rendered assistance does not guarantee that you will depart in case you didn’t arrive at the time specified by the chosen airline.
In case you haven’t obtained the information from the chosen airline, you should arrive at Podgorica Airport at the latest 2 hours before the announced time of flight departure.
If you were not in the position to submit your request in time, or you have arrived late at the check-in counter or Information Desk, the Airport staff shall make additional effort, but they cannot guarantee that you will board the plane.
It is up to the chosen airline to decide whether they will accept the passengers who arrive late at the airport!
ARRIVAL TO THE AIRPORT
Upon landing to Podogorica Airport, the airport staff will take you from the aircraft and assist you to pass the passport, customs and, if you are a transfer passenger, the security control, and take over your baggage. The same staff will follow you to the exit from the Arrival Hall or up to the place where you can sit in the Central Hall of the Passenger Terminal, depending on your need, where you can meet the person waiting for you or continue by yourself your further travel.
In case you didn’t make your announcement, and this type of assistance is necessary, you can do it upon arrival by asking the airport staff for more information.

Parents/guardians, whose child aged between 5 and 12 is traveling alone, have the following obligations:
- To provide all the necessary travel documents for the child — passport, visa, air-ticket, authenticated consent for travel;
- To fill in and sign the special form regarding conditions of carriage of unaccompanied minors;
- To mandatorily provide data about the person (name, address, telephone) who awaits the child, as well as ensure that such person is at the airport at the time predicted for aircraft arrival;
- To remain at the airport until the aircraft departs, in case of delay or flight cancellation;
- To ensure that there are no goods which are subject to customs within child’s baggage, nor articles which are not for child use.
On departure, our staff will take over the child from the parent/guardian, assist them with check-in and check-in luggage, escort the child through all controls, be with him/her until boarding, and escort the child to the passenger cabin and hand over the child for further care of the personnel of the aircraft of the selected company.
Upon landing, our staff will pick up the child from the aircraft crew, escort the child through controls, assist him/her in taking the luggage, take care of the child until the arrival of the waiting person, identify the waiting person on the basis of supporting documents, and hand over the child to him/her.
Passenger Rights
Regulation (EC) No 261/2004 of the European Parliament and of the Council of 11 February 2004 has established the common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights. The full document can be downloaded here.
According to European Parliament regulations, your chosen airline is obliged to provide you with the assistance you need, regardless of your circumstances, regardless of whether your flight is canceled, delayed or you are denied boarding for some reason. You are entitled to a refund if your flight is canceled or delayed, but only if you decide not to fly. More information on passenger rights can be found here.
1. Denied boarding
If you are denied boarding, you are entitled to a compensation of €250 to €600, depending on your mileage and redirection delays.
2. Long delay
You are entitled to a refund if your flight is delayed by over 5 hours, but only if you decide not to embark on the given trip.
3. Cancelled flight
You are entitled to a compensation only if you were not informed of the cancellation of the flight 14 days before departure; if you were given an alternative that was close to your original departure date; in case the airline can prove that the cancellation was beyond their control.
